Charles T. Owens

Charles "Tom" Owens is a principal of The New Advisory Group, Inc.   At the New Advisory Group, Tom focuses on international research collaboration and, in particular, pre-award, review, and post-award processes for international sponsored research programs.  

Previously, Tom worked with the Washington Advisory Group from 2007 to 2011 on its effort to establish the Global Research Partnerships for the King Abdullah University of Science and Technology (KAUST).  In that capacity he was the primary advisor to KAUST as with regard to pre-award, review, and post-award structures and processes.

Before joining the Washington Advisory Group's KAUST project, Tom spent 13 years with the U.S. Civilian Research and Development Foundation (CRDF, now CRDF Global).  Tom's work at CRDF began when he helped create the foundation with $10 million in initial funding from private and public sources.  Over his time with CRDF he served as vice president, senior vice president, and CEO.   When he moved into the position of senior advisor, CRDF operated with budget of over $25 million per year and had more than 100 employees in three countries.

From 1971 to 1995, Tom held a variety of positions at the US National Science Foundation (NSF), joining the NSF's initial approach to supporting interdisciplinary and applied research leading to Research Applied to National Needs (RANN).  He then joined the Division of International Programs, serving as Head of the NSF Regional Offices in Tokyo (four years) and in Paris (on detail to the US Department of State, two years).  Upon his return to the United States he was assigned to the US Department of State as an advisor on the establishment of the International Science and Technology Center (ISTC), especially on the procedures for evaluation of ISTC R&D proposals for US funding.  He was a member of the Federal Senior Executive Service at the NSF.

His pre-NSF experience as a Foreign Service Officer with the US Department of State included assignments related to Latin America, including serving in Argentina.   

Tom attended the US Coast Guard Academy and served in the US Navy before earning an AB in International Relations at the University of California, Berkeley in 1963.
